This collection
is approved by ASPE's memorandum of 8/8/96. ASPE has agreed that
there are limitations with the data to be gathered on domestic
violence, particularly with regard to estimating program impacts.
ASPE agrees to limit any research and reporting of the data to an
examination of the differences between the research groups and will
not draw conclusions that any differences found are evidence of
program impacts. In addition, ASPE shall brief OMB on the results
obtained from this follow-up survey, including the domestic
violence findings, when the analysis has been completed.

Key goals of this effort are to assess
the long-term effectiveness of two strategies for moving welfare
recipients to work. This data collection effort will also allow for
the assessment of the impact of mandatory parental participation in
welfare-to-work programs on children's social and educational
development.
