This submission is approved as amended by ED's memoranda of 6 August 1996 and 9 August 1996, and under the following conditions, all of which have been agreed upon by OMB and ED. 1) ED will provide OMB with a copy of the student questionnaire and a complete description of the survey methodology, as outlined in the memorandum of 9 August, no later than 19 August 1996. In addition, ED must pilot the survey questionnaire prior to its use in the field. 2) ED will include in the instrument the OMB number, expiration date, and burden statement. 3) The additional questions proposed by ED in item 9 of the 6 August memorandum are to be added to the instrument. 4) Regarding item 15 of the 6 August memorandum, ED will address the issue of high performance workers and workplaces in the text of this section rather then in the guidelines. 5) Item 16 will not be changed as written in the 6 August memorandum, but will appear as three separate questions. Question 3 will now read: "Describe your documentation process." 6) Regarding item 18 of the memorandum, ED will change the research questions to more closely match the instrument questions. 7) Regarding item 20, Guideline 1 will now read: "Identify stakeholder organizations and recruit them to represent their stakeholder group in some stage of piloting the standards."

The purpose of this evaluation is to describe, analyze, compare, and evaluate the 16 skill standards projects funded by the Business and Education Standards Projects. The study is intended to inform the National Skill Standards Board, authorized by the Goals 2000: Educate America Act, regarding endorsement criteria for establishment of occupational clusters, establishment of partnerships to create skill standards and identification of areas regarding more research in the skill standards arena.
