This docket represents a portion of the FSA burden for the farm credit loan programs formerly administered by FMHA. The 1996 Act eliminates the lease back/buy back program, requires inventory farmland to be sold within 105 days, and limits leases to beginning farmers only when loan funds are not available. In addition, the definition of "beginning farmer" was modified and borrowers are limited to one debt forgiveness.
