Terms of Clearance: OMB does not approve this package. OMB is concerned that the reporting and recordkeeping requirements in NPRM may be overly burdensome and wishes to allow the private sector the opportunity to fully consider the infant formula NPRM. When the paperwork package is re-submitted for OMB approval at the final rule stage, the agency will directly address OMB's concerns and any public comments received on these issues in the preamble of the rule and in the paperwork submission package.

Abstract: The recordkeeping requirements of this proposed rule are needed to ensure that safe infant formulas are produced. The reporting requirements of this proposed rule will ensure that the FDA has the information necessary to evaluate the safety of infant formulas before they are marketed. The respondents are infant formula manufacturers.
