OMB approves
this survey effort in concept through 10/98 with the understanding
that this is a one time collection. OMB does not approve HCFA's
proposal to administer the instrument to the universe of 1500
FQHCs, however. OMB believes that a sample approach is more
consistent with the PRA objective of minimizing burden. No later
than 11/96, HCFA should prepare a more detailed written
justification of its collection from the universe and discuss these
materials with OMB. In the meantime, OMB has assigned this
submission one hour of burden. This burden can be amended by a
correction worksheet, subsequent to the discussion with OMB and its
approval of HCFA's final sampling methodology.

all Medicaire-certified FQHCs.
