OMB does not
approve this package. OMB is concerned that the reporting and
recordkeeping requirements in NPRM may be overly burdensome and
wishes to allow the private sector the opportunity to fully
consider the Coke Oven Emissions NPRM. When the PRA package is
re-submitted for OMB approval at the final rule stage, the agency
will directly address OMB's concerns and any public comments
received on these issues in the preamble of the rule in the
paperwork submission package. OMB notes the September 12, 1996,
correspondence, briefly describing OSHA's plans for the continued
use of the ICR if the associated final rule is not published before
the package expires. A copy of the proposed rule has been
attached.

The purpose of this standard and its
information collection requirements is to provide protection for
employees from adverse health effects associated with occupational
exposure to Coke Oven emissions. Employers must monitor exposure,
keep employee exposures within the permissible exposure limits, and
provide employees with medical examinations and training.
