The Cuban Assets Control Regulations, 31 CFR part 515, were amended to add provisions for the imposition of civil monetary penalties and civil forfeiture. A recipient of a prepenalty notice alleging a violation of the CACR is permitted to respond in writing requesting a hearing and/or setting forth the respondent's belief that a penalty should not be imposed or, if imposed, should be in a lesser amount than proposed.
