Terms of Clearance: This ICR is disapproved under 5 CFR 1320.11(d), which requires that EPA submit the ICR to OMB for review not later than the date of publication in the Federal Register of the proposed rule. This ICR was submitted to OMB on July 2, 1996, while the proposed rule was published on June 25, 1996. In addition, there are several points EPA may wish to address in development of the ICR associated with the final rule. EPA should evaluate the practical utility of requiring that the date of manufacture be printed on paint can lids. EPA fails to explain in the ICR how or why this information is of use to EPA. EPA should also consider less frequent reporting of exceedence fee information. The quarterly reporting EPA would require seems unnecessarily burdensome, unless EPA can demonstrate how it will make actual and timely use of the information.

Abstract: Respondents are manufacturers and importers of architectural coatings. Respondents must submit one-time initial compliance reports, maintain records, and meet labeling requirements. Records must be kept regarding VOC content of coatings. The EPA will use this information to ensure compliance with the standards.
