This emergency
collection requires Bell Operating Companies (BOCs) that choose to
be regulated as non-dominent carriers in providing interexchange,
interstate service outside of their region to adopt certain
recordkeeping requirements analogous to those maintained by local
exchange carrier affiliates providing these services. The FCC shall
update the cost and hour burden of this collection when the item is
resubmitted for normal OMB clearance.

In the attached report and order, the
Commission removed dominant regulation for BOCs that provide
out-of-region services through an affiliate that complies with
certain safeguards, in order to facilitate the efficient and rapid
provision of out-of-region, domestic, interstate, interexchange
services by the BOCs as contemplated by the 1996 Act, while still
protecting ratepayers and competition in the interexchange market.
These safeguards require, among other things, that the affiliate
maintain separate books of account from the LEC.
On behalf of this Federal agency, I certify that
