The FCC should
include the burden associated with providing and managing the
calling cards to users of TRS as provided in the alternative
approach. There may also be cost burdens associated with these
requirements. Finally, the FCC shall require that the 12 month
reports, originally due on August 26, 1996, be due on a date after
the date of approval of this collection. Entities that have not
filed prior to August 26, 1996 will not be subject to any
FCC-imposed penalty in accordance with the Public Protection
Clause, 5 CFR Section 1320.6.

In the Memorandum Opinion and Order
issued in CC Docket No. 90-571, the Commission suspended
enforcement of coin sent-paid requirement until 8/26/97. The
Commission required that payphones be made accessible to TRS users
during the suspension pursuant to the alternative plan. The
Commission also required parties that had filed petitions in the
proceeding to join with any other interested parties wishing to
participate to prepare and file joint status reports with the
Commission. These status reports are to be filed on August 26, 1996
and February 26, 1997.
