Because this is
both a Report and Order and a rulemaking, the FCC may modify
certain provisions based on public comments. All comments received
by OMB have centered on the FCC's redefinition of what constitutes
pay-for-call services and not PRA issues. However, OMB recommends
that the Commission issue further guidance to information service
providers on how they can adhere to these regulations. Finally, the
FCC shall ensure that all cost and hour burden estimates are
updated to reflect any further analysis.

47 CFR 64.1501(b) imposes disclosure
requirements on information providers who offer "presubscribed"
information services. The requirements are intended to ensure that
consumers receive information regarding the terms and conditions
associated with these services before they enter into a contract to
subscribe to them.
