Because this is
a rulemaking, OMB expects that the proposed collection will be
revised to reflect the FCC Report and Order. Under this clearance
number, the FCC has authority to collect the information, require
recordkeeping, and impose third-party disclosure requirements as
necessary to implement Sections 260, 274, and 275 of the
Telecommunications Act. This includes any compliance audits, filing
of exceptions and corrective actions, separate affiliate reporting
requirements and complaint processes. OMB encourages the FCC to
investigate the potential for sunsetting these requirements as
competition and other factors allow.

The attached NPRM seeks comments on a
number of issues, the resolution of which may lead to the
imposition of information collections subject to the PRA. The NPRM
seeks comment on certain reporting requirements to implement the
non-accounting, nondiscrimination requirements of the 1996
Act.
