necessary for NMFS's administration of the North Pacific Groundfish
Observer Program. Certification applications from prospective
observer contractors are necessary for NMFS to identify and select
qualified and competent observer contractors. The routine periodic
information required of observer contractors would provide NMFS the
tools necessary to: 1) Coordinate and conduct effective and
efficient scheduling of observers for training, briefing, and
debriefing sessions; 2) maintain a logistical observer deployment
data base for recordkeeping purposes; and 3) mointor the ongoing
