INS addendums 8/12/96 and 8/29/96. Approval is contingent on the following: INS shall provide cost-benefit data upon completion of the pilot regarding the requirement of fingerprinting; the parallel paper check will be conducted on a representative random sample (not the entire universe); INS shall not maintain or use the data required solely by Mexico or Canada in the country specific sections of the form; INS shall clearly state to companies & their drivers that may utilize this program that the participation and the fingerprint requirement is voluntary; INS shall inform adjudication officers of the criteria used to determine eligibility based on criminal history (send a copy to OMB); INS shall destroy collected fingerprints during this program once the criminal history check has been completed (no other agencies within the Federal government can maintain this data); INS shall add in the Privacy Act Statement on the form to the last sentence "during the course of an investigation for eligibility."; INS shall provide a written description to OMB on the flow of data in the ITDS and the procedures for using the lane.

This prototype will allow drivers of commercial trucks who meet certain requirements to apply for participation in the program which is intended to facilitate access to the United States from Canada and Mexico, while still safeguarding U.S. borders.
