DOL addendum
10/16/96. This is an approval of the concept of the survey but OMB
still has significant concerns about the methodology, procedures
for collection, and utility of the information. DOL shall provide a
plan for how the data will be used to evaluate program performance
in light of GPRA. In addition, correspondence with respondents
shall represent that DOL is sponsoring the survey. DOL shall not
use remuneration. DOL shall provide a new response rate that takes
into account no remuneration and includes a description of how DOL
plans to ensure a suffiently high response rate. DOL shall provide
a question-by-question analysis of overlap with SPIR. DOL shall
provide compelling justification about the utility of surveying
both existing participants and graduates. DOL shall provide the
additional information to address these terms of clearance along
with an inventory correction worksheet to increase the burden hours
to the requested amount.
