FERC-549B capacity release information is required by the Commission to monitor interstate pipeline's capacity release programs and to prevent abuses in the competitive environment established by the Commission to allow firm shippers to release unneeded capacity to other shippers needing that capacity. The Commission is proposing certain revisions to its regulation in Docket No. RM96-14-000, issued July 31, 1996, that would improve existing capacity release procedures (section 284.243 of the Commission's regulations).
