This is an
extremely long and complex information request involving five
separate surveys plus appropriate instructions and cover letters
and totalling hundreds of pages. It thus required significant time
and effort on the part of both OMB and EPA to conduct an adequate
review and make appropriate changes. EPA is to be commended for its
admirable job in making numerous substantive changes to the surveys
in response to OMB concerns in a relatively short time frame. OMB
believes the surveys are significantly improved as a result of
these efforts, both in terms of reducing burden on the public by
eliminating potential sources of confusion, and in terms of serving
to generate high quality information on which to base subsequent
rule development.

This information is required for the
development of the Metal Products and Machinery (MP&M) Phase II
effluent limitations guidelines. MP&M Phase II industries
include: Bus and truck, household equipment, instruments, motor
vehicle, office machines, precious metals and jewelry, railroad,
ship and boat, and printed circuit boards.
