Pole attachment provisions are mandated by Congress pursuant to section 224 of the Communications Act of 1934. The provisions in section 224 were initially only applicable to cable television system operators. Section 703 of the Telecommunications Act of 1996 amends section 224 to expand the scope of the pole attachment provisions to include telecommunications carriers, as well as cable television system operators.
