This is a
rulemaking that will change the requirements that local exchange
carriers must meet to provide commercial mobile radio services in
and out of region. These changes are the result of ongoing FCC
regulatory actions and the Telecommunications Act of 1996. As such,
the information collection requirements and associated burdens are
preliminary. The FCC shall ensure that the collection is revised to
reflect the final rules issued in this Docket. Cost burden was
corrected to reflect proper magnitude.

This proceeding proposes to require
Tier 1 Local Exchange Carriers (LECs) to submit nonstructural
safeguard plans to the the Commission for approval prior to their
offering of personal communications service (PCS).
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
