Terms of Clearance: OMB dissapproves this information collection because it fails to meet the following criteria of 5 CFR 1320: . The collection must not be duplicative of information other- wise accessible to the agency (5 CFR 1320.5(d)(1)(ii)) In particular, OMB continues to believe that this effort may be duplicative of similar efforts by State Medicaid agencies. In its response to OMB's questions, AHCPR argues that the problem "is most pronounced among Medicaid recipients transitioning into managed care through waiver programs" and that "consumer misunderstandings and confusion have occurred in municipalities as varied as Tennessee and New York City." AHCPR has failed to provide detail regarding state-initiated efforts and the defi- ciencies of these efforts for particular population groups. It remains unclear whether Federal intervention is necessary or whether it will be most effective in addressing deficiencies in consumer choice between health plans; and . The collection must have practical utility (5 CFR 1320.5(d) (1)(iii)) and must be designed to produce valid and reliable results that can be generalized to the universe of study (5 CFR 1320.5(d)(2)(v)). This PRA submission covers Phase II which involves formal field testing of these materials before they are marketed to states such as Vermont, Nevada, and Maryland. AHCPR does not expect to conduct more extensive follow-up or evaluation of this particular project. As proposed, Phase II of this effort includes samples of two populations in the state of Rhode Island. The respondent samples at each site will not be randomized. OMB believes this effort will not have practical utility because Rhode Island will not be representative of all states, the sites selected may not be representative of Rhode Island, and random samples will not be drawn from the two sites for each population group. OMB seriously doubts that this effort will lead to materials that will be ready for marketing nation- wide or most important that will be useful to the targeted popu- lations. AHCPR should further discuss these issues with OMB. Upon thoroughly resolving OMB's concerns, AHCPR may resubmit this package for expeditious OMB review.
