Abstract: These regulations establish new standards by which institutions that participate in programs authorized by title IV of the Higher Education Act of 1965, as amended, demonstrate that they are financially responsible. This demonstration is met through ratio standards applied to an institution's audited financial statement and opening day balance sheet.
