This collection is approved under the the following conditions as agreed to with ED: (1) ED will revise the survey instruments, including the Spring parent survey, as amended by ED's memoranda of 10/22/96, 10/24/96, 10/28/96, 10/29/96 and 11/1/96; (2) ED shall revise question 14.3(I) to conform with the 1996 CPS Food Security Supplement (The question should read: In the last 12 months, did you lose weight because you didn't have enough money for food.); (3) ED shall add a question from the 1996 CPS Food Security Supplement regarding the feeding of low- cost foods to the child because the family ran out of money and consult with FCS to ensure that the question is identical to that included in the CPS; (4) FCS, ED, and the survey contractor shall neither use, nor make available to any other party, responses to questions 14.5(a) and (b) (regarding food running out before getting money to buy more and the food bought did not last) in any data file, analysis, or report prior to resolution of the issues raised in the conditions of clearance for OMB #0584-0475; (5) ED shall provide OMB copies of any minor amendments to the field test, along with an explanation for the changes, four weeks in advance of the testing. Substantial changes to the instrument will need to go through a formal public comment process. (6) ED will submit to OMB informally any changes to the survey along with a complete justification for the survey methodology and burden imposed, including a full copy of the field test report at least 60 days prior to initiating the full- scale study. (7) ED will disseminate the field test report through its electronic bulletin board or another medium as soon as it becomes available.

NCES requests a 3-year generic clearance from OMB to conduct developmental and design activities (i.e., field test) that will culminate in instruments that measure cognitive outcomes, as well as the factors that affect learning outcomes in young children and to conduct the base year survey and assessment activities. Kindergarten enrollee cohorts are involved.
