Terms of Clearance: Approved as amended by ED's memoranda to OMB of 11/8/96, 11/25/96, and 12/4/96. Approval is granted for the entire GRS effort in concept; burden hours have been assigned for the pretest only. Prior to fielding the main study, ED will provide OMB with a briefing on the pretest results, a pretest report, and a request for expansion to the main study population explaining changes from the pretest accompanied by an inventory correction worksheet to increase the burden hours. -- ED shall also revise the instrument to make clear that reporting of racial and ethnic disaggregated data from schools that do not provide athletically related student aid is voluntary. -- The pretest analysis shall include a component that examines the validity and utility of data showing annual progression of students in a given cohort by year, to determine whether making this reporting mandatory for the main study remains advisable. -- ED shall provide OMB with a printed copy of the pretest instrument that includes the changes agreed to during OMB review.

Abstract: The IPEDS provides information on postsecondary education--its providers, enrollments, completions, and finances in addition to other information. The recent publication of final regulations for Student Right-to Know and changes in financial accounting standards for nonprofit institutions have made it necessary for NCES to modify the IPEDS data collection for 1996 and 1997 to help institutions adapt to these changes.
