OMB approves
this request under the emergency processing provisions of 5 CFR
1320.13. Because this request was submitted as an emergency,OMB is
limited by statute to approving this request for a maximum of six
months. The agency should initiate normal clearance
procedures--including full public comment periods to seek an
extension of this approval. This approval encompasses those
sections of 24 CFR Part 573 identified in the preamble of HUD's
regulation appearing in the Federal Register on 9-6-96 (573.6, .7,
.8 and .11). HUD should carefully review the reporting burden
identified in this request for approval in order to assure its
accuracy in terms of extimated annual respondents and responses.
Also HUD should review its estimate of the annual burden hours
associated with this information collection including the burden
associated with the regulatory citations identified above. This
approval includes the amended version of the forms submitted on
10/22/96 by Tony Johnson to Joe Lackey of OMB.

Section 4 of the Church Arson
Prevention Act of 1996 authorizes the Secretary to guarantee loans
made to certain nonprofit organizations whose properties have been
damaged by an act or acts of arson or terrorism.
