this request made on an emergency basis with the understanding that
to delay selection of fellows to participate in this program would
be detremental since they would begin their work considerably after
the transformation of HOPE VI distress public housing to mixed
income communities. In making any future requests to OMB for
emergency processing, HUD must clearly state the reason based upon
the criteria in 5 CFR 1320.13.

The Community Renaissance Fellows
Program is a new program which will provide stipends to expectional
mid-career professionals to become community builders. The program
will place at least 20 fellows in HOPE VI distressed public housing
communities.
On behalf of this Federal agency, I certify that
