issue additional guidance on the content of the report that is to
be prepared by the participants in the Chicago, Illinois number
portability trial. This guidance should lay out what the
participants are expected to report on.

In the attached Report and Order, the
Commission promulgates rules and regulations implementing the
statutory requirement that local exchange carriers (LECs) provide
number portability. The Commission mandates its provision in the
100 largest metropolitan areas by December 31, 1998, in accordance
with a phased implementation schedule and, after that date, within
6 months of a specific request by another carrier. Number
portability is to be provided using a regional system of data
bases, although States are granted the option to develop their own
data bases. The Futher Notice seeks comment on long-term cost
recovery issues
