submit a rigorous analysis as to why the sampling methodology used
by regulatory agencies for collecting informatio n from regulated
entities does not produce biased data; thus, why OMB should grant
clearence for this collection given the conditio ns established for
generic cusotmer surveys in the Resource Manual.

This survey will assist all PMAT
agencies in assessing the impact of procurement reform on the
Federal contractor community. In addition, this will allow agencies
to identify specific goals for improvement and, in future years,
measure progress against these goals.
On behalf of this Federal agency, I certify that
