supporting statement appears to be the statement from the last
submission and does not take into account the changes made to the
Paperwork Reduction Act in 1995, which includes a requirement that
the State Department take into account the costs associated with
the collection besides the hourly burden costs (e.g. photo cost,
travel expenses to consulate office when making application,
mailing expenses.) At this time this collection of information is
illegal under the PRA because this collection has expired and has
not been reinstated.
