Second through fifth year Goals 2000
title III formula State grants provide funding to States to
continue to develop and implement wide ranging reform plans at the
State, local, district, and school level necessary to improve the
education for all children in each State. The Secretary will
approve applications for second through fifth year funding if: 1)
The State's improvement plan has been approved by the Secretary or
the State can document that it has made substantial progress toward
developing its plan and 2) the State's application conforms to the
requirements of law.
