Bus manufacturers must certify that vehicles are in compliance with bus testing prior to obligation of FTA funds. Manufacturers furnish information to FTA detailing specifications and proposed changes. FTA responds with a determination as to the applicability of 49 CFR 665. PTI tests the vehicle and prepares a report which is made public.
