Abstract: The attached item addresses provision in the Telecommunications Act of 1996 that are intended to foster development of competition in the provision of local telephone service. BOCs must make public disclosure of network information. This will prevent them for designing new network services or changing network technical specifications to the advantage of their own payphones.
