Abstract: The Omnibus Consolidated Rescissions and Appropriations Act of 1996 amended portions of titles II and III of the Goals 2000: Educate America Act. Included within these amendments is a provision which offers States an alternative to submitting their Goals 2000 plans in order to receive funding.
