Title 10, U.S. Code, section 503, directs the Secretary of Defense to conduct intensive recruiting campaigns for the Armed Forces. The Joint Recruiting Advertising Program (JRAP) supports Armed Forces recruitment efforts with cost-effective advertising. To perform its mission of providing Services with quality recruiting leads, JRAP produces Business Reply Cards (BRCs) for use with ROTC scholarship folder and FUTURES magazine.
