Terms of Clearance: OMB finds that CDC improperly submitted this package. While OMB received this package on December 13, 1996, CDC did not publish the Federal Register notice until January 16, 1997. Section 1320.10(a) of OMB's final rule (5 CFR 1320) implementing the Paperwork Reduction Act requires that, "On or before the date of submission to OMB, the agency shall...forward a notice to the Federal Register stating that OMB approval is being sought. As a result, OMB determines that this package's submission does not comply with the PRA.
