Abstract: The proposed rulemaking would amend EDGAR to establish a menu of selection criteria. For each competition, the Secretary would select one more criteria that best enables the Department to identify the highest quality applications consistent with the program purpose, statutory requirements, and any priorities established. The amendments would also allow the Secretary the flexibilty to weight the criteria according to the needs of each individual program.
