Terms of Clearance: This collection is approved on the following conditions. ED will obtain OMB approval of the information collection package in the first year. If, in a subsequent year, a program that already has received OMB approval for a particular set of selection criteria and factors selects a different combination of selection criteria and factors, OMB will reivew the new criteria through an informal process. ED will provide a copy to OMB of the information collection, highlighting any changes to the initially approved set of EDGAR selection criteria. OMB will attempt to provide comments, if any, on the sumbitted changes to the Department within 10 working days. OMB will attempt to provide an expedited review of less than 10 working days, if the Department provides an acceptable justification for an expedited review.

Abstract: The proposed rulemaking would amend EDGAR to establish a menu of selection criteria. For each competition, the Secretary would select one more criteria that best enable the Department to identify the highest quality applications consistent with the program purpose, statutory requirements, and any priorities established. The amendments would also allow the Secretary the flexibilty to weight the criteria according to the needs of each individual program.
