Abstract: On March 11, 1988, OMB published a Governmentwide common rule prescribing uniform terms and conditions for grants. Two USDA rules have been developed: For State and local governments and for higher educational institutions and other nonprofits. These rules set forth pre-award, post-award, and after-the-grant requirements which must be met.
