This collection
is approved on the following conditions. The agreement made at the
last clearance, as stated in the 9/96 memo to FCS (See OMB #
0584-0475) is continued for this collection. As stated in the memo
to FCS, we recognize the potential utility that questions 53
through 55 may have as contributing to as wide a range of baseline
information as possible for the purpose of measuring the effects of
welfare reform. FCS shall present additional information to OMB to
demonstrate the reliability of these questions for such a purpose
or any other purpose other than in the model. Specifically, (1)
there shall be no dissemination of the data from these questions
for any purposes until further reliability testing is completed and
the questions meet the standards of reliability for the intended
purposes; and (2) under the authority of Title XII, U.S. Code, data
from these three questions shall not be made available for analysis
from the collecting agency to the sponsoring agency until analyses
testing their reliability have been demonstrated to the
satisfaction of the Census Bureau, FCS and OMB. To allow FCS access
to the analyses of these data, indiviuals designated from FCS and
its contractor for the study shall be made sworn agents of the
Census Bureau. The data presented by FCS in this package have not
fully demonstrated the reliability of these data. FCS and OMB agree
to continue to meet to discuss the reliability of the data and any
findings that FCS has produced. In addition, FCS and OMB agree to
establish an independent panel to further examine the reliability
of these questions. If FCS and OMB agree that the data are reliable
for the purposes FCS intends, FCS may use or release the data in a
manner on which the two agencies concur. FCS will not need to
resubmit a clearance package for this purpose.

This supplement will collect data on
household food expenditures, food assistance, and food adequacy
that will allow FCS to measure and analyze the extent of food
insecurity and hunger in the U.S.
