NMFS will be implementing a limited
access permit system for swordfish and shark fisheries of the
Atlantic Ocean. Some participants in these fisheries will not
receive permits because NMFS records will not document sufficient
prior participation in the fisheries. Persons denied a permit but
who believe that they do meet the qualification standards may file
an appeal. Documentation such as NMFS logbook records, sales slips
or receipts from registered dealers, or State landing records must
support the appeal. NMFS will use the information to determine if
the appellant meets the permit eligibility standards.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
