This methodology
for this collection is approved along with the Spring 1997
instruments as amended by ACF's revisions of 3/28/97 and on the
folowing conditions as agreed to by ACF. ACF will conduct a field
test prior to initiating the full-scale implementation of this
study. The field test will begin in the Spring of 1997. The initial
instruments for that portion of the field test are cleared at this
time. The additional instruments to be included as part of the
field test will be resubmitted along with the instruments for the
full-scale study. ACF also agrees that the full-scale
implementation will begin in the Fall of 1997 with two cohorts --
one of three-year-olds in their first year of Head Start, and one
of four-year-olds in their first or second year of Head Start. ACF
agrees that both cohorts will be followed through the end of their
Kindergarten year and the data will be used as part of the
performance measures for the program. ACF also agrees that we will
have further discussions regarding an extension of this study to
follow Head Start children through the third grade in order to
maximize the utility of the data. Under such an approach, ACF will
work with the National Center for Education Statistics to determine
the most appropriate way to coordinate the instruments with those
used in the Early Childhood Longitudinal Study (ECLS).

The Head Start Family and Child
Experiences Survey will provide a comprehensive profile of the
experiences of a representative sample of families and children
over the course of a year in the Head Start program. Information
about family demographic characteristics, engagement in Head Start
activities, and outcomes for children will be collected. In
addition, Head Start program staffing patterns, training, and
activities for families will be documented and related to family
experiences.
