Approved as amended by ED's 3/31/97 memorandum to OMB. In addition, we note that the data collected through BPS will not be of maximum utility for the purpose of addressing access to postsecondary education, because BPS begins at the postsecondary level. We strongly recommend that NCES consider starting a new longitudinal study with a base year prior to entry into postsecondary education, in order to properly address issues of access (as well as assessing school reform efforts). Moreover, we strongly encourage NCES to conduct a follow-up of NELS:88 sooner than the year 2000 to inform these same sets of issues.

The purpose of the Beginning Postsecondary Students Longitudinal Study First Followup is to continue the series of longitudinal data collection efforts started in 1996 with the National Postsecondary Student Aid Study to enhance knowledge concerning progress and persistence in postsecondary education for new entrants. The study will address issues such as progress, persistence, and completion of postsecondary education programs; entry into the work force; the relationship between experiences during postsecondary education and various societal and personal outcomes; and returns to the individual and to society.
