Terms of Clearance: Approved as amended by ED's memoranda to OMB. In addition: 1) ED has agreed to report on the final selection of sites, with a report on the reasons for those selections based on the survey data, prior to implementation of the case studies. 2) ED shall make comparisons only against IPEDS data as a whole, since to select comparison institutions would introduce additional and unmeasured uncertainty into any comparative analyses. 3) ED will ensure that the development of performance standards and measures for Title III are fully integrated and coordinated with the design and results of this study.

Abstract: The Department of Education needs to collect information on the activities funded under parts A and B of the title III program, the outcomes of these activities, and the availability of performance measurement data for funded activities. The data resulting from the survey and case studies will be used to develop an annual performance reporting system for all part A and B grantees, in keeping with the requirements of the GPRA.
