The requirements
for recordkeeping and retention are in the process of being revised
through the rulemaking process. At this juncture the agency has not
provided adequate information on the practical utility of the
changes proposed to this colllectio n in the NPRM, particularly the
change from companies certifying drivers records to State DMVs as
it relates to increase in both cost and burden hours. When this
collection is resubmitted with the final rule, a full disclosure of
all comments received during this rulemaking process as it relates
to the paperwork require- ments and a rationale for this change in
procedure if it is de cided that it will be the new
requirement.

Motor carriers are required to
maintain a driver qualification file for each commercial motor
vehicle (CMV) driver to document that the driver meets the
qualification standards to drive a CMV in interstate
commerce.
