OMB approves HEDIS 3.0 for Medicare managed care plans through 9/97 with the understanding that this requirement may be reevaluated upon enactment of the Administration's legislative proposal implementing the FY 98 Budget. This legislative proposal would mandate that the Secretary publish proposed regulations by July 1, 1998 requiring the collection, analysis, and reporting of data that will permit measurement of outcomes and other indicies of the quality of managed care plans. Successful participation in this data system may qualify a Medicare managed care plan for a waiver from the 50/50 enroll- ment rule. In addition, OMB approves the CAHPS in concept with the understanding that HCFA will continue to extensively coor- dinate with the NCQA on the design of the CAHPS and the its mode of administration. OMB reserves judgement on the details of the CAHPS instrument design and implementation, pending its final submission for PRA review. In this submission, HCFA must demonstrate that the CAPHS will achieve at least an 80% response rate and discuss alternative survey methodologies considered and the advantages and disadvantages of each, i.e. in terms of over- all and item non response and bias and other factors affecting the information's practical utility.

The collection of HEDIS 3.0 performance measures, including the Health of Seniors and Consumer Assessment of Health Plans Study surveys is necessary to hold the Medicare managed care industry accountable for the quality of care they are delivering. This requirement will allow HCFA to obtain the information necessary for the proper oversight of the program. It is critical to HCFA's mission that we collect and disseminate information that will help beneficiaries in choosing among health plans, contribute to improved quality of care through identification of quality improvement opportunities, and......................
