The President issued Executive Order
12978, declaring a national emergency with respect to "the actions
of significant foreign narcotics traffickers centered in Colombia
and the unparalleled violence, corruption, and harm that they cause
in the United States and abroad." The Executive order invoked the
authority of the International Emergency Economic Powers Act (50
U.S.C. 1701-1706) and requires the promulgation of
regulations.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
