This NPRM will
establish rules associated with the Telecommunications Act of 1996
requirement that video program providers close caption their
programming. OMB strongly recommends that the FCC minimize
recordkeeping requirements imposed on program providers and use
existing recordkeeping requirements, such as station logs, whenever
possible. This collection also contains a waiver process and a
complaint resolution process.
