The 1997 round
of the MEPS-IC is approved for use through 4/98 un der the
condition that during the next year, AHCPR continues its
discussions with Census and BLS regarding cost, sample frame and
design, and data sharing/availability features of the separate
MEPS-IC and COMP 2000 projects versus a more integrated and
coordinated effort. In addition, these discussions must include
consideration of respondent burden and bias, the alternative modes
of survey implementation, and the unique skills and attri- butes of
interested research entities. No later than 60 days after this
clearance action, this interagency workgroup must report to OMB on
the development of a workplan that establishes milestones for issue
resolution and implementation. No later than 8/97, the workgroup
must submit to OMB the final workplan. OMB's action on the next
request for clearance of the MEPS-IC will be made consistent with
the goal of minimizing inefficiencies and disruptions in the
ongoing MEPS integration effort. To facilitate this goal, the
interagency workplan should address how the resolution of these
issues would affect AHCPR's 1998 contracting process.

The household survey will produce
natinal estimates for health care use and expenditures and health
insurance coverage. Respondents consist of persons living in a
nationally representative subsample of households that participated
in the 1995 Natinoal Health Interview Survey (NHIS). The survey of
medical providers will supplement and verify the information given
by household respondents. The insurance component consists of two
parts: a sample of employers and insurance providers of respondents
to the household survey to supplements and verify household
