Reinstatement with change of a previously approved collection
This collection
is approved through 11/98 on the following conditions: (1) ACF work
to develop a system that allows for live data access to grantee
plans, as discussed in ACF's memorandum of 5/1/97 and in response
to a comment received during the public comment process; and (2)
ACF revise the change in certifications included in the OMB
submission. While the suggested change would ease reporting burdens
on respondents, such changes are not allowable under current
statutes. Drug-Free Workplace certifications must be submitted
annually and both the lobbying and debarment and suspension must be
filed with each transaction/award. In addition, this collection
expired 5/96 but ACF continued to collect applications from both
Tribes and States in September and October of 1996, respectively.
Thus, the expiration of this collection is a violation of the
Paperwork Reduction Act of 1995 and will be cited in the
Information Collection Budget annual report.

States, including the District of
Columbia, tribes, tribal organizations, and territories applying
for LIHEAP block grant funds must submit an annual application that
meets the LIHEAP statutory and regulatory requirements prior to
receiving Federal funds. A detailed application must be submitted
every 3 years.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
