Since OMB disapproved this collection 1/15/97, NHTSA has made a number of changes in response to our concerns (e.g. condensed questionair to the essential elements; allowed for delay in inter view if stressful conditions exist; agreement to provide progress report and comparing the data from the two sites; and an example, although not the actual, certificate of confidentiality.) Consequently, this collection will be approved for 9 months which can be extended once OMB receives the progress reports.OMB would still like to caution NHTSA that (1)the time element refered to i n_response to B.1(b) is in fact not controlled for in the study rather the design controls for the hour and the day of week a week later. Consequently, a number of other conditions related to time are not controlled for with the week later date (e.g.weather , time change, special traffic conditions: construction, near-by accident, special occasions: sport events, dances, etc.) (2)NHTSA starts with a strong hypothesis that alcohol levels are strongly associated with the risk of crashing, yet selected sites were chosen based only on having a sufficient number of crashes and not levels of alcohol consumption. Consequently, there may be some other causal facts which account for the high number of crashes which will bias results.

Over a period of approximately 12 months, crash involved drivers and non-crash involved drivers in two jurisdictions will be interviewed and breath-tested for blood alcohol concentration (BAC). The data will be analyzed to determine the relative risk of crash at various BACs in comparison to zero BAC.
