The Department of Agriculture must ensure the practical utility of the study by satisfying the following OMB conditions: 1) the department must assure that coverage rates will increase to a level above 70 to 75 percent to ensure the validity of the sample of SCCAP respondents; 2)the department will appropriately explain reasons for purposive sampling rather than random sampling of case managers; and, 3)the department must give justification for considering the supplemental QC audits relating to this study exempt from the OMB information clearance process.
