The Department
of Agriculture must ensure the practical utility of the study by
satisfying the following OMB conditions: 1) the department must
assure that coverage rates will increase to a level above 70 to 75
percent to ensure the validity of the sample of SCCAP respondents;
2)the department will appropriately explain reasons for purposive
sampling rather than random sampling of case managers; and, 3)the
department must give justification for considering the supplemental
QC audits relating to this study exempt from the OMB information
clearance process.

This study evaluates an alternative
method for processing SSI and FSP applications in South Carolina.
Data will be used to examine program, administrative, and cost
changes and effects on customers.
